In essence, casino and fair play are synonyms. But for some unknown reason, they came into conflict with each other. And now the average person, who has never stepped over the threshold of an official gambling house, believes that everything in the casino is rigged, it is impossible to win, and that the owners of such establishments are ready to use all means of scientific and technological progress, just not to let the visitor leave with money. A logical question arises: "If everything is rigged, why do people go there?" To which you are immediately retorted: "And where did you see people there? Only crooks and bandits!" And on this rosy note, the conversation, as a rule, ends, because further discussion becomes simply meaningless.

Having realized that it is extremely profitable for the casino when a player, passing by the roulette table, throws a quarter or a hundred and asks the dealer to cover a sector or several numbers in a row on the playing field. It is profitable because it happens in the course of movement, without concentrating on the game and without analyzing previous throws. It is profitable because it is an additional bet, like insurance, double or split on blackjack, and everything “additional” always works for the casino. In those distant times, the names “voisans de zero” [74], “tier” [75], “orfolains” [76], “zero-spiel” [77] sounded like something unusual and even outlandish. And the ability to work with them was facilitated by knowledge of the order of numbers on the roulette wheel. “Aerobatics” were demonstrated by those employees who could, during the rotation of the ball, place a bet on a number and its two neighbors to the right and left in ascending order. For example, a player threw in 100 dollars and called the bet "1 with neighbors at 20". Without a track on the felt, the dealer must accept it and place it on the field, if he does not have time - put it on the roulette wheel and place it after the ball falls. The numbers that this bet covers: 16, 33, 1, 20, 14. If the dealer covered them "in the field" during the spin in the following order: 1, 14, 16, 20, 33 - this was considered the height of skill. How little was needed then. The first to use oral bets were in the casino "Hippodrom", and then it went on and on. As it always happens in our country, we, having outdone everyone, considered that our direct responsibility is to accept everything that "flies", because this is money and it is stupid to introduce restrictions on its amount. And no one thought about the fact that the dealer might have problems: if you can't cope, go sell pies. And as always, even in such an elementary matter we managed to reach the point of insanity.
A player comes to a casino. Let's call him, for example, Yura Kireev. He buys chips at the cash desk for $2,500 and, going up to the roulette table, throws them during a spin (movement of the ball) towards the dealer, saying (Problem 1):
— Voisin for 80, zero-spire for 50, neighbors 26 for 60, neighbors 32 for 40, neighbors 0 for 80, neighbors 12 for 100. Change — equally and the maximum to numbers 6, 17, 34. Return the remainder to me.
Here stands a dealer at the table and thinks what to do with all this happiness?
After all, to accept these bets, you must first of all start from the minimum and maximum values on a specific roulette. And also keep in mind the "step" - the permissible value equal to the minimum bet value per number. Let's say that the minimum bet per number is $5, and the maximum is $100. How much money will Yura get back and will he get it at all?
For those who want to practice, we change the input data: the roulette plays with bets from 2 to 50 dollars, and the named bet sounds like this (Problem 2):
— Voisin to the maximum, zero-spire to the maximum, neighbors 26 to 25, neighbors 35 to 40, neighbors 0 to 30, neighbors 12 to 15. The change is mine.
Question: What is the change equal to since 2000?
Sometimes, not only the dealer-inspector staff, but also the pit bosses, whose job descriptions included control over payments, had to deal with solving problems like these. Sometimes, a whole council would gather at the roulette wheel, trying to come to a common denominator with joint efforts.
The player's reaction was always extremely ambiguous: after waiting for some time and receiving an answer, he said with an expression of offended pride:
- What freaks you are! You'll call even more people to help!
After all, most of his bets are his own home-made preparations! Their goal is to confuse casino workers, to cause fear of a bet that is difficult to count! And at the same time - to hit the pride and reputation of both a specific dealer/inspector and the casino as a whole.
Fear has an amazing feature: what you fear, happens. As Perets once aptly noted: "Who pees - dies." Arkady recalls how, when he was a dealer at the Gosudar casino, he had a chance to play roulette with Michael Botcher himself. There were no oral bets back then, and the player covered the field with chips, building "skyscrapers." In the event of a "hit," the game stopped for a lengthy procedure of calculating the payout. Michael "ran into" a voisan, and his former employees did not want to throw out this sector (there is such a dealer joke: when they do not want to count, so they do not throw it out). Arkady, approaching the table, was nervous, realizing that it was not surprising to make a mistake in the count. And he valued Michael's opinion of his abilities. And as soon as this thought crept into his head, here you go, be kind, the voisan began to fall like autumn leaves in a strong wind. In four well-aimed hits, he not only returned what he had lost earlier, but also poured in a little extra, receiving a generous tip. Having “gotten into trouble” the first time and counted the result, he said it out loud, checking it with the inspector’s result. However, she was just having fun: the girl did not want to bother herself with counting and giggled stupidly. He did not receive any support from the pit boss either - afraid of making a mistake in front of Michael himself, the pit boss hung out near other gaming tables. Michael himself came to the aid of Arkady, frozen in a daze: he asked again to name the amount and, having heard it, said only one word: “CHECK”, allowing the payment to be made. So they continued counting together.

Tamerlan is the same player who told Arkady that when the first casinos appeared, he and his friends simply did not understand how much money you had to win to leave with a win. At first, he did not appear often at Altair, but then he went on a crazy winning streak.
It would be interesting to see Tolyan, who was “ruling” at that time in “Marrakesh”, if he had had this series! Tamerlan would come to the casino and exchange 500 dollars for chips. He would sit down at the blackjack table. Playing at the minimum bet, he would intuitively (and not count cards, as the advanced majority might think) try to guess when it was time to “come out with a song of life” and bet 100 or 200 dollars on the box. If he “got there”, then, having received a 100% result, he would pack up and leave. In case of failure, during the card shuffle[45], he would switch to roulette, trying to “break through” the orphans[46], playing for an increase. If 500 dollars was not enough for a bright and convincing victory, he would exchange another 500, trying to get the same 100% result, and would then be forced to strive to win 1000 dollars. Tamerlan threw everything that “stuck” to the top as tea.
Thus, he terrorized Altair for a little over a month, day after day, coming for money as if for a salary. But the management, headed by Serebrov, did not particularly care, watching his performances. Experienced and literate people, they understood that sooner or later, but any, even the most incredible, series will end. Everyone was interested in only two questions: when and for how long he would sail. There was also a third, it concerned whose shift this event would take place.
The "lucky one" was Alexey Shurupletsov, whom Serebrov disliked. As usual, he replaced Artem (Serebrov had boy managers working in a team, and girl managers too). Artem's replacement "smeared" Tamerlan by ten thousand, and with Alexey he lost another 30 in a few approaches.
Tamerlan blamed Artem for his failure: there was a moment when he almost made the required 100%, but then Artem chatted him up, and Tamerlan missed the moment of jumping off. This is exactly how a manager should "work" with clients - engaging them in conversation and thereby forcing them to make mistakes! And not destroying the brains of everyone present with an endless search for a lucky dealer and adopting the magical "zyu" pose...

Many of our compatriots are rightly surprised: why did such a profitable business (competing with drug trafficking and prostitution in terms of profitability) not want to move to the designated reservations? Why were the Americans (we constantly compare ourselves to them) able to build Las Vegas in the Nevada desert, while our nouveau riche do not care about the empty and undeveloped areas in Altai, Primorsky Krai and almost European Kaliningrad? Why organize illegal casinos in Moscow and St. Petersburg when you can quite officially work in the designated zones?
The answer is simple to the point of banality: our government loves to change the already invented and established rules of the game in the midst of it. This is worse than any scam. Having waited until people organize a business and begin to develop it, investing more and more, they are offered at the legislative level to close up shop and move to another place. At the same time, the standard slogan is hung: "Everything for the good of the people!" Why couldn't they have thought about the people in advance, when the first casinos were just emerging? Why not immediately determine the habitat? Why break and destroy a perfectly debugged mechanism, in order to start recreating it again after some time?
In creating Las Vegas, the American government forced the use of money in its construction, the origin of which is very difficult to prove and confirm, with the aim that since it cannot be officially confiscated, let it serve for the benefit of the country. After all, it is naive to believe that in the construction of ultra-modern hotels, in the work on paving roads and creating all the necessary infrastructure of a large city, without any financial investment from the state, only funds that were officially declared were involved.
The effect of the brilliant idea to copy the American idea turned out to be the opposite: no one wanted to invest in the stillborn project of our deputies. Why go and try to create a business where even dogs don’t run? No one from the capital (and it was, is and will be the center of all financial flows) will ever go there anyway! (An exception could be Primorye, where our faithful Chinese brothers would fill everything and everyone!) It will take at least 10 years to develop one zone with the creation of everything necessary. And how many nerves will be spent on obtaining all the approvals! And most importantly - money, the investment of which will be calculated in millions and billions of dollars! To understand: 15 million dollars were spent on the interior and exterior decoration of one (!) casino “Mr. Chance” in an already existing hotel in Moscow. Based on this math, literate people counted and realized that it would be better to completely forget about it. It is easier to buy something in fraternal Belarus at a low price and set up a pilgrimage center for players there, knowing the whims of the capricious Moscow public, or to invest in developing related Kazakhstan with its considerable financial possibilities.
Six years after the final closure of the gambling business, having realized that the American path of development is unacceptable for us, due to our mentality, and that hopes for the conquest of new virgin lands, due to certain reasons, for some reason did not come true (because the crisis and the lack of people willing to change their registration address in their passport to an unknown one are to blame for everything), our legislators, unable to find the strength to admit the stupidity of their previous decision, are trying to correct the situation with the help of amendments.
Personally, I don't understand the complete lack of desire on the part of our government to take the gambling business into its own hands. To introduce a monopoly on it, as it used to be with vodka production. After all, then there would be no need to invent new legislative acts that unsuccessfully try to regulate the rules of business. All the money would go to the treasury to support the leaky budget. The employment situation would also improve: when closing casinos, the government for some reason forgot to inform all the ardent opponents of the gambling business, when it reported on the implementation of this order, that "for the company" it threw out into the street, leaving without work, about 1,000,000 people, connected to one degree or another with work in casinos.
Someone will object that many public figures will not go to play in state-controlled casinos, those who do not want to advertise their income and expose themselves to public view will not go. It is precisely because of the state control that visitors will not play large sums of money. After all, it is no secret that with a probability of 99%, our law enforcement and executive bodies will try to push through mandatory notification of characters of interest in terms of existing cases and proceedings, as well as those who can be dealt with in the near future, given certain information, including financial information.
But if we love to look to the West so much, then the American model of building a casino will help us. All situations that arise in life have already happened to someone at some point. You just need to know the “right” solution, so as not to step on the rake yourself. By the way, in my opinion, this is the main criterion for the work of any effective manager. When a person does not frantically try to find some more or less suitable solution to the problem, but makes the only correct one based on his knowledge, using the principle of “precedent”. As for the casino, elementary professional illiteracy can never be justified by the word “creativity” when explaining why they did this and not another.
Casinos in the United States have existed and successfully developed for several decades. Surely, at one time their owners also thought about how to deal with "public" people. And in Europe (with the exception of England) this issue was relevant. In order to save the sheep (not to transmit information about who, when, with whom and how much) and feed the wolves (investigation agencies, bailiffs and similar authorities), they invented (or rather, returned to the well-forgotten old) a system of work when registration of guests is not required. American casinos in Las Vegas, located in huge hotels, are a kind of bazaar-stations, when anyone on the way to a room or restaurant / bar can easily go to the table and place a bet in any game. And it does not matter that this person does not have a hotel room and no one knows his name, and it is simply impossible to get such information. The main thing is to stimulate his desire to "invest a voucher" - to place a bet in the game. And to protect against fraudsters, there is a huge staff of professionals from the video surveillance service on guard, plus the achievements of scientific and technical progress in the field of video recording, which make it possible to recognize a person in a crowd if he has ever been caught on camera before.

With the introduction of mandatory registration of guests, the owners of gambling establishments also became concerned with statistics. They began to be interested in the following aspects:
- how much time does a visitor spend in a casino;
- how much money does he exchange;
- does he play exclusively “with his own money” or does he manage to borrow from friends with whom he came, or does he pester other guests with a request for a loan;
- what games offered in the casino do people play;
— the average rate;
— the result of the visit (how many people won or lost during their visit).
It was for the purpose of collecting statistical data that the “guest card” for internal (official) use appeared: a card with a photo of the visitor, a club card number (a club card was issued immediately after the registration procedure on the first visit; club cards were divided into simple, privileged and gold; depending on the results and intensity of visits, they could be replaced with a card of a higher rank, giving a greater set of benefits and privileges; on subsequent visits, the need for a passport disappeared - it was enough to present a club card) and columns for official use.

How does a modern contemporary imagine a casino if he has never been to one?
The first thing that comes to mind is one-armed bandits. It sounds extremely funny. It is clear that we are talking about slot machines, but when a person finishes the sentence with the words "one-armed bandits", then a picture immediately appears in the head that it is in the casino that all the cripples of the criminal world are located, punished for something by their brothers by cutting off one of their two front limbs.
After the "one-armed" ones come the quite normal and outwardly healthy representatives of the criminal world, without whom, by common opinion, no establishment of this kind can do. Well, and then it all goes: girls of easy virtue (the question arises, what are they doing there? This is not a street or a brothel, but we don't think about it! They said that prostitutes are needed in the casino, so they are there, and that's it!), card sharps and all sorts of swindlers who are just waiting to rob an inattentive visitor. Alcohol flows like a river, and all sorts of incomprehensible individuals offer forbidden pleasures. And not a word about Her Majesty the game! Well, who will think about it? It's all rigged! Forget all hope, ye who enter here... First, they will give you free alcohol to drink, stuff you with various narcotic and psychotropic drugs to the point of insanity, then hand you over to the tender hands of priestesses of love, after that the sharpers will empty your pockets, and if there is anything left, then you will definitely not escape from the "one-armed bandits", and if you do escape, then you will meet not crippled invalids, but real bandits, and after them you will either be "put on the meter", or completely forget the way to this den!

Our hero wanted independence from parental subsidies, and he began to look through the newspaper with free ads, but he did not show fanaticism in this, believing that if he was destined to catch something, then he would definitely do it. His generation was very different from the generation of his parents, who could unload wagons at night and work as janitors to earn a little money. Neither Arkady nor his friends could imagine themselves with a shovel in their hands or a sack on their shoulders.

We like to compare everything with foreign analogues. It is generally accepted that casinos there are real temples and palaces. And to get in there, you need to be at least very wealthy and look the part. Russians are sure that due to their mentality, foreigners will not rig anything or in any way put a spoke in the wheel of casino players. And they play differently, and the gap between the Russian pathetic parody of a casino and what it really should be can never be bridged. Maybe there was some truth in these words, but I dare to assure you that over time we were able to outdo our teachers and leave them far behind in their luxurious "palaces", bringing to the gambling world many things that foreigners never even dreamed of.
