The so-called "fast tables", when they first appeared, in the late 90s, early 00s, were commonly called "American tables". Not "American roulette". Perhaps they got it mixed up.
P.S. F. Roosevelt (if you mean the US President) didn't like cigars. So I guess the cigars named after him are crap.
Although, I haven't heard about Roosevelt's cigars there. :)
