There are no licenses issued in Ukraine yet, no addresses of gaming halls. Nobody knows how exactly the monitoring system will be created, not even the group that created the draft Law.
No one will connect chrome-plated machines to anything except an alarm for opening a door.
As for the lottery machines and computer rooms, it won't be difficult to duplicate transactions somewhere on a state server. But clearly no one will do this.

Slot machines have a payout percentage as one of the settings. The law does not say anything about 90%, it is more about the age of the equipment and software. But if they require 90% payout, that is good. In black halls, everything worked at 60% payout.
