In case A) the responsibility is YOURS!
It's impossible to do this without plastic and a PIN code, the bank and the police are investigating.
In case B) everything is more interesting
The money is gone....we need to act while the trail is still hot.

Was the payment verified by the bank?
In the form of a phone call (from Privatbank numbers) or a confirmation notification (Yes/No) on Privat-24?
If there was NOT... then such payments have no statute of limitations and can be RECALLED back
Chargeback - a word that all internet scammers fear )))
Any financial system that values its reputation thoroughly investigates customer complaints about theft. VISA and MASTERCARD have a special procedure for handling such complaints and tools for recovering stolen funds.
A chargeback is the process by which a bank disputes a card transaction made by the cardholder at a retail location (online store). The procedure is typically initiated by the cardholder.
The procedure is as follows. The cardholder submits a chargeback to the issuing bank (the bank that issued the card), stating the reason why they believe the transaction is invalid or fraudulent, and attaching all available documentation related to the transaction (receipts, invoices, correspondence). The credit institution then conducts an investigation and, if the claimant is found to be correct, debits the disputed payment amount from the merchant and returns it to the payer. The chargeback is paid by the merchant.
Reasons why a chargeback may be initiated:
- the seller did not provide a refund;
- there was a double charge on the card;
- the transaction was carried out for an amount different from the purchase price;
- incorrect date and time of the transaction;
- the signature on the card and on the invoice are different;
- money was debited from the card for a purchase that the cardholder did not make;
- money has been debited from the account, but the buyer has not received the goods or services;
- the buyer is not satisfied with the product or service, for example, the product is different from what was previously promised by the seller, or the services were not provided in full;
- the client received the goods or services, but paid in a different way (cash, from another card, etc.);
- the seller refused to accept the goods back.
In practice, you come to your bank and SUBMIT A CHARGEBACK APPLICATION for a specific payment.

The payment system returns the money
When you see a suspicious payment from your card
a) Call customer support = payment cancellation and refund can be made IMMEDIATELY; there is a 30-60 minute time reserve from the moment of payment.
b) They block the card (not DELETE it!?) - a ban is placed on any operations to top up or withdraw money
c) You go to a bank branch and there
REISSUE THE CARD

(set yourself a daily limit for online payments of 5000)
(request mandatory additional confirmation for any online payments)
ALL information from the old card must be transferred to the new one = balances, transactions
d) SUBMIT A CHARGEBACK APPLICATION for a specific payment
...and you're waiting for your money back. You can pester the bank's customer service a couple of times a week to keep them on their toes. Depending on the complexity of the fraudulent scheme, the refund process can take a long time, but it's 1,000 times more effective than trying to get your money back through the Ukrainian police.
3) If the bank has verified your account, the chargeback may not be processed. In that case, you can get your money back through the police.
Don't forget to immediately obtain a bank statement detailing your account activity and the details of the fraudulent withdrawals.
In such schemes, with calls from the bank (from its official numbers), with the "revival" of your old, long-closed cards - bank employees are ALWAYS involved.
You should ALWAYS insist on a chargeback first! And we'll look for the criminals later.
As a customer, you have the right to simply REFUND ANY PAYMENT.
Let the bank or payment system itself contact the police. Refunding money is one thing, and finding and punishing the perpetrators is another. There's no need to confuse the two.

find and punish fraudsters, then work with the police and the bank's security service.
