DLK in USD is not withdrawn to non-resident cards. It is necessary to convert to national currency and then everything will be withdrawn. The reasons why it is impossible in USD are not explained, since, according to the assumption, this is an unspoken instruction (agreement) within the framework of combating money laundering. In national currency, all payments are made without delays!

In Ukraine, the national currency is the hryvnia. The Webmoney service canceled WMU wallets back in 2013.
An available option is withdrawal to Mastercard (USD).
