You can solve Skrill+Skrill if you have two identified accounts. We deposit money into one with a tick "not for gambling" and lose 1%, transfer money to the second account, lose 1.45%, that's it, you can deposit in a casino or transfer back, again lose 1.45%, the funds can be spent on anything, there are no restrictions.
Losses 2.5-4%.

I don't have Neteller.
There is Skrill. Which does not allow depositing funds for gambling if you top it up from a bank or a card. I did not ask if Skrill worked.
Create yourself 2 Skrill accounts.
The first one is for deposits from the bank and withdrawals to the bank.
The second one is for payments to and from the casino.
