I will give some advice for such lotteries

How do people collect tickets?

1) they bet 300 UAH and play for PENNIES in the hope of winning +300 or losing -300 to get a ticket

2) they bet several thousand and PLAY BIG to win +10,000 or +20,000 to get a bunch of tickets AT ONCE... in the end they lose and also get a bunch of tickets...
but is it worth "buying" papers at -300 each?
