Wow! Thanks Edverk! Well, you see! Grigoriy tracked down the bad stuff in time and sold the controlling stake for obvious reasons! It turns out that it's not only in the Russian Federation that there are problems with management personnel!

I don't have Neteller.
There is Skrill. Which does not allow depositing funds for gambling if you top it up from a bank or card. I did not ask if Skrill worked.
