Background - "Decision to repair."

Financial side
My bankroll has long since become excessive. I have a lot of money, but the game has become routine. Emotions and adrenaline are a distant memory. Now, a deep drawdown in my bankroll only causes irritation over the long delays of winning, which inevitably eventually comes. There's a clear upward trend in my bankroll; my playing level of +10,000 UAH per day is sustainable and doesn't require crazy investments or bets of $10,000 per turn.

Current repairs are more associated with the desire to invest money somewhere.

Why renovation?

1. The game doesn't take much time, but the repairs do. = relieve boredom
2. You can lose money, but the repairs will remain.
3. Any residential premises require repairs approximately once every 30 years.

It needs to be INVESTED quickly and in large quantities. Renovations are perfect for this purpose. You can throw in three bags of cash and look at bare, painted walls.

Why are repairs expensive?

1. Money allows, but it’s clear that I’m not going to hang elite Italian chandeliers for 100K euros and I can live perfectly well without golden toilets.
2. Apartment renovations are designed to last 30 years. I'll do it purely for myself; given my age, I'm unlikely to need to redo it...
3. This renovation is for my family = there is no point in saving (since funds allow)
4. I want beauty with a touch of sophistication.

Planned budget and timeframe.

These foremen I know say that the cheapest and fastest major renovation of a 2-room apartment is considered "turnkey" at 20K USD (without furniture) and takes 2 months.

I will be making a 3-room apartment, so I am budgeting for
1 (preparation) + 3 (repair) + 1 (stock) = 5 months
And
30K (cheap turbo) * 2 (increase material class) = 60K USD

Designer

a) From the videos I watched = the services of a GOOD designer are not cheap, there are price tags flashing there
for the completed project, 3500 UAH/m2 = 200K-300K for a standard apartment... Is it better to add these 200-300K to the renovation itself?

b) I was once furnishing my daughter's room, and they assigned me a super-duper designer who ended up making everything look beautiful, but his technical "solutions" made ALL THE FURNITURE lose about 30-40% of its usable space! I stupidly trusted the reviews and recommendations, and now I'm constantly annoyed by his stupidity.

I don't have a picture like the one in my head, and I don't know anyone who does. It's more like "I wouldn't do that" than "Wow! I need something like that!"
At the same time, after lengthy repairs, few of my friends are truly satisfied with the result.

Maybe we mean different things by "designer"!
And besides, I’m not aware of your prices and rules!
The designer knows (should know) all the new materials on the market and the methods for working with them. He also prepares the estimate. And he also pressures the foremen and builders.
Usually its cost is some percentage of the estimate.
It's still essential at the initial planning stage. Unless you're the builder and have the right hands. :)

A full-time designer oversees the entire construction process from start to finish. They select contractors, monitor deadlines, and provide design supervision.

Many people confuse a designer and the separate preparation of a design project.

The result of the interior designer's work is an album of working drawings, starting with a rouletted plan, a plan for dismantling and installing structures, a plan for the placement of furniture, plumbing and electrical equipment, and ending with plans for wall elevations and sections of ceilings and walls.

In addition to working drawings, the album includes interior renderings of each room (at least two views for each room). All of this must also be duplicated on an electronic storage medium.

That, in fact, is all that concerns the standard composition of a design project.
Preparing a design project with drawings and specifications costs 500-700 UAH per m2

I asked someone "in the know" from Dnepropetrovsk,
Turnkey with furniture and appliances: budget, for rent = ~$500 per sq.m., for yourself ~$800-1000 per sq.m.
Of course, for your money, any kind of mischief. So the upper limit could be higher.
